Work within the project
2. The system of budgetary processes monitoring

The System of budgetary processes monitoring will serve as a basis for the project and will include 5 modules, namely, the Information module, the Representative module, the Analytical module, the Educational module and the Co-operation module.

The Information module includes the Information-Reference system (created within the previous project) and the information database.
  • The Information-Reference System provides viewable selective (over the first 13 positions of expense items of the budget) presentation of budgets and inter-budgetary relations of the RF subjects and local governments in the North-West of Russia (in the form of various diagrams and charts).
  • The information database represents a repository of all budget information, permitting to make a search or retrieval of the budget data needed.
The basic information resources will be formed using open sources of information, such as published texts of budget laws (federal, regional and local levels), reports of fiscal bodies of the federation subjects, resources of Web-sites of federal and regional executive and legislative bodies, information-reference systems "Code", "Guarantor" and "Consultant-plus". The project's regional representatives network in 10 republics/regions of the North-Western Federal District and the remaining 6 Federal Districts of Russia is supposed to play an important role in efficient updating of the information.

The Representative module is intended for systematized presentation of all the structures, projects and executors dealing with budgets and having to do with people's movement for open and transparent budget.

The Analytical module comprises a diagram generator (permitting to output statistical data from the data base in both systematic and specific-request operating mode) and an "analytical material block" (reviews, comparative analysis, forecasts, articles and other kinds of material).

The Educational module is meant to provide all participants of the budgetary process, including representatives of voluntary organizations, an opportunity of distance learning on basic budget-related courses of study.

It is planned to announce a competition within the framework of the project for creating distance learning courses related to budget issues, for example, "Regional budgetary policy", "Budget law", "Budgetary federalism", etc. The competition is supposed to be held using informational resources of the Web-portal "Open budget. Regions of Russia".
    The distance course should include:
  • Electronic textbook
  • Manual for seminars
  • System of control and self-control tests
  • On-line communication between a teacher and a learner
  • Subject-related Internet-resources and literature
The use of distance courses will result in increasing the number of potential users of the portal.

The Co-operation module represents a virtual medium for various forms of co-operation between representatives of state and non-state structures with regard to open budget formation in regions of Russia, and also comprises a virtual "communication" club, tele-, audio- and videoconferences, notice-boards, partner-search system, questions-answers, etc.

Logging in the System of budgetary processes monitoring will be realized through the Web-portal "Open budget. Regions of Russia".
