4. Seminars and Consultations
The first problem-dealing instructional seminar is planned to be held for representatives of legislative bodies, the second - for representatives of executive bodies, the third - for representatives of voluntary organizations, while the forth - for representatives of higher school and academic science. All these seminars are expected to deal with the following matters:
- Open budget and social standards criteria while creating the expense part of the budget.
- Open budget and interbudgetary relations: federation, region, local government. Long-term budget planning.
- Open budget and principles of creating the income part of the budget. Budget transparence standards. State debt.
- Open budget and multi-level budgetary financing of federal educational institutions.
Current consultation work will be provided during meetings, by telephone, via electronic mail, via special teleconferences within the Web-portal "Open budget. Regions of Russia".
