Work within the project
1. Major activities

    In the context of the present project's implementation and development, PetrSU is planning the following activities to be carried out in 2001-2003:
  • To further develop the Web-portal "Open budget. The North-West of Russia" (including its updating with new information, development of the analog created in English) and creation of the Web-portal "Open budget. Regions of Russia" on its basis; development of teleconference forms of communication between the population and representatives of republican/local authorities, etc.);
  • To further produce and disseminate CDs and manuals for local governments and regional governmental bodies;
  • To start preparing for, making available in the Internet and providing distance learning within budget-related courses;
  • To make a practice of conducting "round tables" on budget openness issues (as a consolidating mechanism for uniting various state and non-state structures). "Round-table" participants: scientists, deputies, officials, representatives of the mass media from different regions of Russia.

    In addition, the following activities are planned within the framework of such a project:
  • Holding the 2nd International Scientific and Practical Conference on "Budgetary policy of regions, cities and communes in the European North" in June 2002. One hundred and ten scientists, public figures and government officials from regions/republics, cities/districts of the North-Western Federal District of Russia, Finland, Sweden, Norway, and USA are expected to participate in the Conference. The Conference is supposed to be organized by the North-Western Federal District, the Government, the Legislative Assembly and the Local Authorities Association of the Republic of Karelia, as well as by Petrozavodsk State University.
  • Holding the 3rd International Conference on "Budgetary policy of cities and regions of Russia" in 2003. Two hundred and fifty scientists, public figures, deputies, government officials from regions/republics, cities/districts of all seven Federal Districts of Russia, USA and other countries are expected to take part in the Conference. The Conference is supposed to be organized by the Ministry of Finance of the RF, the Federal Assembly of the RF, the Government, the Legislative Assembly and the Local Authorities Association of the Republic of Karelia, as well as by Petrozavodsk State University.
  • Rendering assistance to fiscal bodies and deputies in budget creation and expert examination.
  • Developing the Information-Reference System (IRS) "Budget and inter-budgetary relations. Regions of Russia" (in Russian and English), extending this system both "in depth", over all municipalities of the North-West of Russia and "in breadth", (on the federation subjects level), over all the Federal Districts of Russia. The IRS structure comprises diagrams of the income and expense parts of the budget, interpretation of the items in the budget, texts of budget laws, the structure of inter-budgetary relations "federation-region-local government", Excel-files, standard forms of budget charts for remote fill, information about city-forming enterprises.
  • Creating the diagram generator permitting users to make retrievals of interest by themselves and to receive various diagrams via the Internet.
  • Creating the System of budgetary processes monitoring in the North-West of Russia and on the federation subjects level over all the Federal Districts of Russia.
  • Developing a network of the project's regional representatives in 10 republics/regions of the North-Western Federal District and in the remaining 6 Federal Districts of Russia.
